Article 2023 Cyber Trends and Insights in the Marine Environment Report
U.S. Coast Guard Cyber Command (CGCYBER) announces the release of the second annual Cyber Trends and Insights in the Marine Environment (CTIME) report. The U.S. Coast Guard has a strong tradition of collaborating with owners and operators in the Marine Environment (ME) to provide relevant information about best practices to secure critical systems. Since December 2020, CGCYBER rapidly developed resources, capabilities, and partnerships to protect the ME from increasing cyber threats. The observations and findings in this report provide Coast Guard units and port partners with relevant information to identify and address cyber risks. Coast Guard Cyber Protection Teams (CPTs) and the Maritime Cyber Readiness Branch (MCRB) identified these findings through technical engagements conducted with ME partners throughout 2023.

US Coast Guard (USCG) is now receiving comments on a Notice of Proposed Rulemaking (NPRM) that would impose minimum cyber security requirements for ports, which are already subject to the broader post 9-11 Maritime Transportation Security Act of 2002 (MTSA 2002). US flagged vessels, as well as drilling and offshore wind installations off the coasts are also the subjects of NPRM. The USCG’s initiatives followed a late February Executive Order, from President Joe Biden, that directed it “to respond to malicious cyber activity in the nation’s MTS by requiring vessels and waterfront facilities to mitigate cyber conditions that may endanger the safety of a vessel, facility, or harbor.”
