Report DNV: Maritime industry ready to embrace cyber risk for innovation
A new report by DNV reveals that the majority (61%) of maritime professionals believe the industry should accept increased cyber risk from digitalization if it enables innovation and new technologies. According to the Maritime Cyber Priority 2024/2025 report, the sector’s appetite to take on emerging risks arising from digital transformation is notably higher than other critical infrastructure industries including energy, manufacturing and healthcare. However, the industry’s increasing appetite for cyber risk comes at a time when it must manage a growing volume of vulnerabilities. |

In February 22, 2024, the United States Coast Guard (USCG) published a Notice of Proposed Rulemaking (NPRM) in the Federal Register, updating maritime security regulations and introducing new regulations establishing minimum cybersecurity requirements for US-flagged vessels, facilities on the Outer Continental Shelf and US facilities subject to regulations under the Maritime Transportation Security Act of 2002(1). |

Pentagon spokesperson Maj. Pete Nguyen provided the following statement: Today the Department of Defense's Office of the Assistant Secretary of Defense for Indo-Pacific Security Affairs (IPSA) announced the Maritime Security (MARSEC) Consortium, a new public-private initiative focused on transforming maritime security in Southeast Asia. The MARSEC Consortium brings together defense industry investors, companies, U.S. government policy and innovation officials, and Southeast Asian government decision-makers committed to identifying low-cost, commercially available solutions to meet interested Southeast Asian partners' most pressing maritime security challenges. IPSA is launching the MARSEC Consortium in collaboration with the Defense Innovation Unit, the Defense Security Cooperation Agency, and U.S. Indo-Pacific Command. |

The U.S. Coast Guard has issued a new cybersecurity directive, warning about serious risks with Chinese-made ship-to-shore (STS) cranes used in American ports. These cranes handle nearly 80% of container operations in the U.S. and have remote access features that could be misused, threatening national security. The latest directive, MARSEC 105-5, was released on November 13, 2024. It builds on a similar notice from February after President Joe Biden ordered that additional measures are required to protect U.S. ports from cyber threats linked to China. The Coast Guard said, “These cranes may be controlled, serviced, and programmed from remote locations, which could leave them open to attacks.”

With its vast expanse of open waters and critical infrastructure, the maritime sector presents unique vulnerabilities to drone-based threats - as well as a complex landscape for drone defence. From operational disruptions and smuggling to espionage and terrorism, the maritime drone threat remains as varied as the operational environment itself. According to Homeland Security (US), a US Department of Homeland Security report on maritime security challenges) noted that, “...security breaches involving drones around maritime ports and critical infrastructure ‘are becoming a common occurrence.’”

The Maritime Safety Committee (MSC) will meet for its 109th session at IMO Headquarters in London (in-person with hybrid participation) from 2 to 6 December 2024. The meeting will be chaired by Mrs. Mayte Medina of the United States, supported by Vice-Chair, Capt. Theofilos Mozas of Greece. The MSC deals with all matters related to maritime safety and maritime security which fall within the scope of IMO, including autonomous vessels, safety of alternative fuels and technologies, piracy and armed robbery against ships, cyber security and e-navigation and many others.
